Network Management Practices
Congestion Management
Heartland HighSpeed Fiber, LLC (“Heartland HighSpeed Fiber”) uses reasonable network management practices to manage network congestion and ensure a consistent and reliable broadband experience for all customers. During periods of peak demand, network congestion may occur. To mitigate congestion, Heartland HighSpeed Fiber may employ application-agnostic traffic management techniques such as traffic engineering, load balancing, and temporary prioritization or de-prioritization of traffic. These practices are not based on the content, application, service, or device used.
Application-Specific Behavior
Heartland HighSpeed Fiber does not block, throttle, or otherwise discriminate against lawful content, applications, services, or non-harmful devices. Network management practices do not target specific applications or classes of applications except where reasonably necessary to protect the security and integrity of the network or to comply with legal obligations.
Device Attachment Rules
Customers may connect any lawful, FCC-authorized device to the Heartland HighSpeed Fiber network, provided that such device does not harm the network or interfere with service to other customers.
Security Practices
Heartland HighSpeed Fiber employs reasonable network security measures designed to protect the network and customers from threats such as malware, spam, denial-of-service attacks, and other malicious or unlawful activity. These measures may include monitoring traffic patterns, blocking harmful traffic, and taking corrective actions necessary to preserve network integrity and service reliability.
Performance Characteristics
Heartland HighSpeed Fiber offers broadband internet access services over a fiber-optic network. Actual speeds, latency, and performance may vary based on factors including, but not limited to time of day, network congestion, customer location, and customer equipment. While Heartland HighSpeed Fiber makes reasonable efforts to provide advertised speeds, it does not guarantee that customers will always experience advertised or maximum speeds.
Commercial Terms
Pricing and Fees
Pricing for Heartland HighSpeed Fiber broadband services is disclosed at the time of subscription. Additional fees, if any, are clearly identified prior to service activation.
Privacy Policies
Heartland HighSpeed Fiber protects customer privacy in accordance with its Privacy Policy.
Redress Options
Customers with questions or concerns regarding broadband service, performance, or this disclosure may contact Heartland HighSpeed Fiber or file complaints with the Federal Communications Commission.
Traffic Prioritization
Heartland HighSpeed Fiber does not engage in paid prioritization.
Impact on End Users
The network management practices described above are designed to have minimal impact on end users’ ability to access lawful internet content.
